RTI's SensorView Part of the DPMS Atlanta Demonstration

ATLANTA, GEORGIA - November 02, 2002 – DPMS, represented by Wayne Quick and Geri Dodson, Alliance Member, ESRI, represented by Will Albers, GDSI, and RTI, represented by Brian Klump, presented a Homeland Security Information Briefing and Equipment Demonstration this week in Atlanta, Georgia. The event described a system for placement and operation for the Regional Command and Control Center (RCCC) at both the local and regional level that would manage and disseminate information in "real time" within the state of Georgia in the event of a Nuclear, Biological, or Chemical (NBC) attack, conventional incident or accident.

The event was attended by representatives from the Georgia Emergency Management Agency (GEMA), the City of Atlanta Deputy Chief of Police and Fire Departments, Dekalb County Homeland Security Agency, Lockheed-Martin Aeronautical Systems, Coca Cola Company, Delta Air Lines, General Services Administration, the Atlanta-Fulton County Emergency Management Agency (AFCEMA), the Centers for Disease Control, and the Atlanta Housing Authority.

The DPMS briefing consisted of a presentation and demonstration of a system called the Homeland Defense NBC Warning and Reporting System. The DPMS team demonstrated a system of subsystems that is integrated with NBC sensors, a Global Information System (GIS), and a Crisis and Consequence Management package which includes NBC agent predictive models. The system capabilities are:

  • Establish and coordinate the first line of defense against an NBC event.
  • Configure and monitor deployed sensors.
  • Receive alerts of suspected NBC events, display them at the proper geographical location, and generate reports in standard NBC format.
  • Correlate the events with weather information to predict what areas the incident will affect.
  • Coordinate emergency responses, incident command system and command and control.
  • Advise civilian responders regarding appropriate actions - evacuation, containment, medical procedures, protective clothing, etc.
  • Coordinate guidance documents, performance standards, methodology, standard operating procedures and "chain of command" necessary to respond to NBC incidents.
  • Coordinate consistent standards for remedial clean up of NBC contamination.
  • Coordinate continuity of operations plans.
  • Coordinate the appropriate actions and information in “real time” to COG members.
  • Facilitate requests for assistance to expedite arrival of additional local, state and/or federal assets to help save lives, prevent human suffering and mitigate property damage.

This presentation was the first time anyone had demonstrated an affordable system that addressed the security preparedness needs of Homeland Security Specialists and directors, law enforcement officials, and private industry security representatives at the local and regional level. The presentation was very well received. The entire DPMS team gave an outstanding performance.
