FAIRFAX, VIRGINIA – April 1, 2002 – RTI is pleased and honored to announce that Donald Upson has joined RTI’s Board of Advisors. Donald Upson was Virginia's first secretary of technology, appointed in May of 1998. Upson brings more than two decades of government, corporate and high-tech experience to RTI’s Board of Advisors.
Mr. Upson was the first cabinet secretary responsible for the planning and development of Virginia’s information technology resources. He also played a major part in promoting Virginia as one of America’s leading technology areas. While serving as the Secretary of Technology, Mr. Upson was focused on economic development, law, and policy. Mr. Upson helped create online services at the state and local level and helped in the adoption of the nation’s first body of Internet law focusing on the development of an electronic government while protecting citizen privacy.
Mr. Upson organized and chaired Virginia's Commission on Information Technology from 1998 to 1999, as well as the state's Council on Technology Services, and the state's Research and Technology Advisory Commission. Mr. Upson was also involved in the National Advisory Commission on Electronic Commerce. The commission focused on many new and difficult Internet policy issues during 1999 and 2000. In his last year as the Secretary of Technology, Mr. Upson visited 14 countries and 17 states as Virginia's official representative to other governments interested in understanding and imitating Virginia's pioneering role in technology policy. In 2000, Upson was called on to head the national Republican convention's Internet organization.
